Precarious employment becomes the rule
Fernando Ambrioso (CGTP/USL) Portugal
Legal standards, providing exceptions of regular employment conditions and primarily meant for very limited seasonal work, are more and more frequently extended to normal and regular employment situations. Work contracts are limited, lowest wages are paid, no social security contributions have to be made. This nuisance does not only concern the private sector, but also the public sector.
Although these proceedings are prohibited by the portuguese constitution as well as through international treaties ratified by Portugal, they are tolerated by the government.
Thus a new generation of employees is raised, for which this unlawful status appears to be normal.
This politics are propagated through the seductive slogan "create first employment for young people".
A culture of disregard of the laws and other legal rules arises.
